Tetra Tech DPK is implementing the Justice Sector Assistance Project (JSAP) IV under a contract funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL).
JSAP IV is a five-year project (one base year and four option years) and serves as follow-on to three predecessor projects JSAP I, II, and III. JSAP IV provides support across the West Bank to the Public Prosecution Offices (PPOs), Palestinian Civil Police (PCP), Military Justice Commission (MJC), the Civil Defense (CD) and the Preventive Security Organization (PSO).
JSAP IV is seeking to hire qualified personnel to fill the following positions:
Position Summary:
Employee will serve as the Development Manager on the Justice Sector Assistance Project in West Bank (JSAP IV) and will be imbedded in police and other Palestinian security agencies IT units in order to lead the process of customizing and implementing the Police Information
Systems in the other security agencies. He will be responsible for managing the team hired
by JSAPIV to customize and implement the Information systems. The Development
Manager will also serve as the principal liaison between the development team and the
Executive Leadership Council of the participating security agencies (responsible for the
overall governance of the project) and will coordinate with consultants providing technical
and governance assistance to the project.
The Development Manager will be involved in all aspects of customization including
requirement analysis designing, coding, writing test cases and documentation using advance
Java, and XML-based technologies aside with system and platform design and structure.
And he will be reporting directly to IT and Procurement Manager in JSAP(IV).

• Analyzing the requirement of all agencies to implement the police information
systems in them.
• Be involved in all aspects of development including designing, coding, writing test
cases and documenting components of the architecture using Java, JEE, and XMLbased
technologies.
• Designing and documenting the environment, specifications, and software layers to
provide for a reliable, scalable, secure and highly available system.
• Designing logical and physical data models optimized for maximum flexibility per
research requirements.
• Writing required design and analysis documents for applications.
• Participating in design and code reviews.
• Developing and maintaining documentation related to the design, development,
installation, administration, and maintenance of systems.
• Creating technical documentation for other system administrators and support
personnel to aid in installation and administration.
• Define and enforce coding standards and development and deployment methodologies
and processes.
• Work closely with development team to ensure high quality solutions that are
consistent with architecture standards and meet organizational requirements.
• Provide direction and feedback to development staff.
• Prepare work plans, project reports and other major deliverables
• Provide leadership and guidance to coach, motivate, and lead team members to their
optimum performance levels and career development.
• Complete reporting requirements for bi-weekly and other reports in a timely and
thorough manner.
• Help developers resolve both technical problems as well as human resources issues.
• Other duties as assigned by the COP / IT Manager.
Qualifications:
• BS. In Information technology, Computer Science, Computer Engineering or any related field.
• Master is a plus.
• 10 years of Proven Hand on experience in development management preferred in similar domain.
• 5+ years’ working experience of complex multi-components systems development using Java & JEE.
• Solid experience in object oriented analysis and design using common design patterns.
• Solid experience in web services design and implementation (SOAP, REST)
• Solid experience in Relational Databases and SQL, preferred (PostgreSQL).
• Experience in data modeling and relational mapping (Hibernate), Web technologies, standards, and full stack applications design and development, MVC model.
• Experience in system architecture design.
• Experience in the Spring Framework and Grails.
• Strong understanding of the software development cycle. Experience with Scrum methodology and Agile practices
