With the Programme “Strengthening of Police Structures in the Palestinian Territories”, Germany is making a comprehensive contribution to developing the capacity of the Palestinian Civil Police (PCP) as part of a structural reform of their forces. This contribution includes process-related support for organizational and institutional development of police stations throughout the West Bank. The objective is as follows: The PCP operates to professional standards. Its approach is citizen-friendly and it acts in accordance with the principles of the rule of law. The police forces ensure security and order while respecting human rights. Strengthening community relations is a central part of their work. To this end, the community policing approach is mainstreamed in the context of structural reform in all police stations of the West Bank. The PCP is further developed to carry out professional, transparent and citizen-oriented policing tasks at the community level.
The GIZ Programme “Strengthening of Police Structures in the Palestinian Territories” is seeking to fill a position of a
Junior Technical Officer
Responsibilities and tasks include but are not limited to:
The Junior Technical Officer will be responsible for the following tasks:
-Supports national and international advisers in preparing, coordinating and conducting programme activities
-Carries out specific research tasks which are required for planning the implementation of activities
-Carries out specific tasks in connection with knowledge management for the programme
-Supports programme monitoring and updates information on progress, documents and reports regularly on the status of results
-Assists with planning, coordinating and documenting meetings, workshops and other programme activities
-Assists short-term experts assigned to the programme in completing their tasks
-Assists with PR work of the programme
-Conducts regular site visits to ensure capacity development support activities are meeting agreed upon targets
-Coordinates closely with police personnel in the HQ and in the districts
-Performs other duties and tasks at the request of management
Required qualifications:
-University degree in Political Science, Public Administration or Law
-At least 2-3 year’s professional experience in a comparable position
-Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
-Fluency in English and Arabic (oral and written), ideally a knowledge of German
-Excellent communication and interpersonal skills
-Willingness to travel in the West Bank
-Experience of programme management and research experience in the governance or security sector is desirable; previous exposure to police work is an asset
-Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
